Every Umrah visa is now tied to a confirmed booking at a licensed hotel, made through Saudi Arabia's Nusuk Masar system by an approved company. Unlicensed sellers cannot do that properly, and pilgrims who pay them can be left without a visa or a room.

It depends on your passport. Citizens of countries eligible for the Saudi tourist eVisa can book Umrah services themselves on Nusuk Umrah. Others, including Indian passport holders, go through licensed agents. See Umrah visa by passport.
Most packages include the visa processing, hotels in Makkah and Madinah, transport between the airport and the two cities, and often Ziyarat tours and meals. Flights may or may not be included, so always check whether a price is with or without flights.
